Addressed to Embassy Shanghai telegram No. 26 March 4th;

repeated to Governor Hongkong lo. 14, Commander-in-Chief No. 7,

Tokyo No. 9.

Governor please pass to Commodore for Commander-in-Chief

and Chief of Intelligence Staff, Far East Singapore.

My telegram No. 25.

My Japanese colleague now says that the re-opening of the

Pearl River may have to be a little delayed on account of

military operations against Chung Shan.

For the purpose indicated covering the four stages

stated in my telegram Fo. 25 Japanese Consul General has

asked Commissioner of Customs to arrange for the addition

of seventeen more Japanese to Customs.
